Hotel star ratings in Spain: what they mean
Stars certify that an establishment meets minimum requirements for facilities, floor areas and services set by regional regulation, but they do not measure the quality of the experience, the state of repair or the service received.

Four stars guarantee that the room reaches a certain size and that certain services exist. They do not guarantee that the mattress is good or that anyone answers the telephone.
What the classification measures
Minimum floor areas for room and bathroom. Room equipment. Available services and their hours, such as reception, catering or room service. Common facilities. And in some regulations, quality systems and accessibility. All of it is verified against objective requirements rather than by any subjective judgment of the guest experience.

Why it varies between regions
Tourism is a regional competence, so the specific requirements for each category differ between territories. A hotel classified with 4 stars in one region might not meet the 4 star requirements in another. That is why two hotels carrying the same number of stars in different parts of the country can deliver very different experiences.
What stars do not tell you
The year of the last refurbishment, which usually explains more than the category. Acoustic insulation, invisible on any listing. Orientation and noise from the surroundings. The quality of breakfast. And the attitude of the staff. A 3 star refurbished 2 years ago can be far better than a 4 star untouched for 15, and that difference appears in no classification.
Recent reviews, read for what they describe rather than for the average score, provide exactly the information the category omits.
What to check before booking
The year of the last refurbishment, which many establishments state. The real distance to the beach or the centre, measured on a map rather than taken from the description. The room orientation and whether it faces a busy street. Whether the price includes the tourist tax, which is charged separately. And the cancellation policy, which in high season often hardens to 14 or 30 days' notice.
