Free tapas: where they still come with the order
No rule requires a tapa to accompany an order: it is a local custom that survives as a courtesy in parts of Andalusia and has become a priced menu item in others.

Where the custom comes from
The tapa began as a complimentary accompaniment and survives in that form across parts of Andalusia, particularly in inland cities and in neighbourhoods outside the tourist circuit. In heavily visited areas and along the coast the practice has professionalised: the tapa appears on the menu, carries a price and competes on quality with a small plate. Neither approach is more legitimate than the other.

Telling before you order
Look at the menu: if there is a tapas section with prices, they are charged. If the place advertises a tapa with each order on a board or a chalk sign, it is a courtesy. And where there is doubt, ask when ordering the first round, which is the only moment when the question is not awkward. Venues working with complimentary tapas tend to have high turnover and a short list of 8 to 15 preparations.
What arrives unordered
Olives, bread, house appetisers. If they are served without being requested and without any warning that they carry a price, they are not enforceable on the bill. If they appear on the menu with a price, they are, even where they were not expressly ordered, provided the customer could have known. Asking as they arrive at the table, rather than at the point of paying, is the clean way to handle it.
On a dinner for 4, unannounced extras commonly add 8 € to 15 € to the final bill.
Costing an evening of tapas
With menu tapas, one person taking 3 drinks and 3 tapas spends 16 € to 26 €. Sharing half raciones between two across 3 venues works out at 18 € to 30 € per head. And in places with complimentary tapas the same evening can come to 8 € to 14 €. The spread between the extremes exceeds 200 per cent and depends entirely on choosing the first venue well.
